The quickest way I found to remove metal from the head of the rivet was to drill it with about a 38 drill bit till the bit was at the depth of the frame and then like the others use a chisel and hammer to chop the head of the rivet off. What the OP was asking I believe were the frame fasteners which are a bolt with a round nut that has a hex flange. Sharpen an air chisel bit to a round tip slightly smaller so it fits loosly in the hole you drilled and hammer away. I personally prefer to use hot rivets for anything on a frame that does not need to be removed again.
